Understanding Hume City Council Tree Removal Regulations
Good news for Hume City residents: according to Hume City Council’s planning scheme, you typically will not require a planning permit to remove a tree on private property. However, it’s important to understand that whilst a formal planning permit may not be needed, you may still require consent from Council depending on your specific circumstances.
When You May Need Council Consent
Whilst Hume City Council doesn’t generally require permits for tree removal on private property, certain situations may still require council consent or approval:
Planning Overlays: If your property is subject to specific planning overlays, additional tree protection measures may apply. These overlays can include:
- Environmental Significance Overlays (ESO)
- Vegetation Protection Overlays (VPO)
- Significant Landscape Overlays (SLO)
- Heritage Overlays affecting vegetation
Native Vegetation: Properties containing remnant native vegetation as defined under Clause 52.17 of the Hume Planning Scheme require additional planning and protection measures.
Development Projects: If you’re undertaking development or construction work, tree protection zones and specific arborist reports may be required to protect retained trees during the development process.
Property Planning History: The planning history of your property may affect whether consent is needed for tree works.
To determine whether your specific property requires any form of council consent, we recommend checking the Hume Planning Scheme or contacting Council directly on 03 9205 2200.
The Difference Between Permits and Consent
It’s important to understand the distinction: a planning permit involves a formal application process with associated fees, whilst council consent may be a simpler approval process. In both cases, you’ll typically need to provide:
- Your name and contact details
- Property address and description
- A property plan showing tree locations with dimensions and heights
- Tree species description
- Clear reasons for the proposed tree removal
- Photographs of the tree(s) in question

Frequently Asked Questions
The duration of a tree removal depends on several factors such as the size and location of the tree, the equipment and personnel available, and any obstacles or hazards that may be present. Professional tree removal services typically use a variety of equipment to safely and efficiently remove trees. Some of the equipment that may be used includes:
- Chainsaws: used to cut and remove branches and trunk sections
- Wood chippers: used to chip and shred branches and brush into smaller pieces
- Aerial lifts or bucket trucks: used to access and remove taller trees
- Stump grinders: used to grind down and remove tree stumps
The specific equipment used will depend on the size and location of the tree, as well as any obstacles or hazards present.
After a tree has been removed, our team will typically dispose of the tree debris in one of several ways.
Our most common approach is chip the debris on-site using our wood chipper. The chips can then be used as mulch or we dispose of it as green waste.
Another option is to haul the debris away from the site. Debris can be taken to a landfill, or a recycling facility where it can be processed into wood chips or other products.
It is important to note that sometimes different councils have different regulations and requirements for tree debris disposal. Our professionals will be aware of the local regulations and will ensure that the debris is disposed of in compliance with the local council regulations.
In some cases, we may also leave the tree debris on site, if the debris is small and manageable and the client request for us to leave it.
It’s always best to request a quote online and have a chat with our friendly team regarding the disposal of the debris, we can provide the best solution to your specific situation.
